I know nothing of Porsches, other than the fact that I can't afford one. How does this differ from the "base " 911 or the carerra 4 GTS? I have a relative thinking of buying one of those.

Those numbers seem slightly off, there's closer to 250 hp and 150 ft/lbs torque difference between the GTS and the GT2 RS. The GT2 RS is the fastest 911 ever made.
The major/only real difference between a Carrera GTS and a Carrera 4 GTS is that the former is rear drive, and the latter is all wheel drive.
