For us above ground sq.ft is 1,700 and were looking at 2.5 or 3.0T sizing depending on the brand, so 3T for 2,000 sq.ft doesn't seem outlandish.
3.5T might be pushing it depending on the number of stages. The problem with oversizing (furnace, heat pump, A/C) is short-cycling - you'll get a big burst of hot or cool from the device and then it'll shut-off shortly after because the thermostat registers the desired temperature has been achieved. Short-cyling will kill your mechanicals, so that's why it's better to undersize things so they run longer at a time.
The only devices that could potentially be safe to oversize would be a variable furnace or heat pump because they can operate as low as like 10% capacity constantly (Daikin does this, I bet others do too). But oversizing anything is nothing I'd advocate for.
2 stage. I love our 2 stage AC. Usually only uses 1 stage but on those REAL hot days or to achieve the 18C nighttime temp it kicks the second stage on
