He means re-use. Most providers (I want to say all Canadian ones but not 100% sure) don't allow re-using SIM cards after it's been deactivated. sim card size adapters are easily obtained on eBay

I switch between a nano and micro sim card all the time on Telus, via their "change my phone option on self serve". I think as long as the sim card was active on your account within the last six months its good..
also from my understanding, once a SIM card has been burned with a mobile number, you cannot re-use it with another mobile number.
But if you want to re-use a SIM card for the same mobile number, you can do so. I remember doing this a couple of times in the past.
