Spray Paint or Plasti-dip Steel rims?

Picked up some cheap winter wheels for a CR-V. They are cheap silver steel wheels, some rust starting already. I want to paint them black to make them look a little better, especially once winter starts beating on them again.
I'm wondering what will hold up and look better, black plasti-dip or paint them with Tremclad primer + black Tremclad paint (or other rust paint?).

Thoughts? Main concern would be looks/durability during winter.

When my steel rims started rusting I tried grinding the rust, priming and spraying them with rustoleum only to have the rust coming back in less than a year. If I was to tackle the job again I think I would try the plasti-dip. I expect that once the rust has started it's too late to really ever completely stop it but I imagine the plasti-dip would at least hide it better.
