In other words: Your immigration must have merit. You cannot live here just because you want to live here.
Contrast that to the USA, which has one of the most liberal immigration policies in the world. Are you from a shithole country? Your entry is virtually guaranteed. Are you from a country that has a high standard of living? Your chances of becoming a US citizen are almost nil. But hey, the USA also has a lottery program. WTF? Apply for the lottery and if you win, you get a green card! Huh?
