I think the ocean is a pretty big place, and more fuel than this gets dumped on a pretty regular basis without anybody knowing about it, and with little or no impact the environment.

Plus there is a lot of bacteria in the ocean that eat up hydrocarbons like candy, a few that come to mind:

Marinobacter
Oceanospirillales
Pseudomonas
Alcanivorax
