    Interesting. The pipeline crosses provincial boundaries too, so falls squarely in Neb /Federal jurisdiction.

    Of course Ontario has access to cheap US natural gas that's not subject to Canadian federal regulations. Maybe that's the deal. As long as you import the gas, go nuts.
