Is it transferable?
IIRC it's tied in to a name which the NP verifies by asking for a personal ID.
There's space for two signatures on the back - one is signed the other is blank. Never had to show them ID, just paid with a credit card. So yeah absolutely anyone can use it. I've also never had a ranger in any park actually check my pass. They're not cops trying to catch speeders in playground zones trying to meet a quota.
sounds good, just to be weary as when I used mine between Bryce/Grand Canyon/Zion/Yellowstone, ranger at the booth asked for my driver ID as well.
I doubt they enter every name/ID into a system to correspond to each park pass. Maybe he was checking your permit for camping or overnight stay.
