The point is that the more rules and signs we put in place the less responsible drivers and pedestrians and cyclists become.
How many times have you seen a pedestrian step out into traffic without looking because they had the right of way and thus they aren't responsible for ensuring their own safety.

Crescent heights and rosedale have been a joke, people suuuuuck at driving the traffic circles here and there are many collisions and close calls. You can’t cure bad drivers without re-testing aggressively, and making the initial test hard to pass. Collisions at a traffic circle are lower consequence than at stop signs and lights because they are largely glancing blows not T-bone type.
So even if number of collisions isn't reduced, number and severity of injuries is reduced greatly.
