My guess is that 30 will get debated, an expensive consultation which will consult no one will happen, and best case scenario they settle on 40. Police set up a few more speed traps to collect revenue, nothing gets accomplished and millions of dollars are wasted.

If you want to make streets safer with signs, they have to be stop signs and not speed signs. Any push to lower speed limits without a corresponding investment in altering design is just pissing into the wind. You won't even need to change the speed limit to make a street safer and people driving slower if it is designed better. There are 50km/h streets where nobody drives that fast, and 30km/h streets where it is easy to go 80+.
It's the laziest way to tackle the problem of street safety, and that's why it doesn't really work. But nobody would support the proper way, so I guess this is what they're left with to keep the concerned parents happy.

Stop signs aren't great, and tend to be put in high risk intersections anyway. Beg buttons aren't very safe, but they're better than nothing. None actually solve the issue, but they address part of it in the hope it can overcome shortcomings of the road design.
