Well her idea of a crash and mine are completely different the damage was a 2cm scratch no dent and a bunch of bumper rubbed on her door which i cleaned off with water and a rag. So we will still pursue the ticket reduction if she was infact not entirely at fault, will be interesting to see what the cops have to say although i have no idea how those ticket fighting people manage to get lesser demerits.
Contact the Crown and request disclosure. You will get the notes the cop took that they don't include with the ticket plus any other evidence.

All the veiled barbs aside regarding stereotypes, is there a chance she would consider some remedial driving classes? Might be as simple as forming some higher self-awareness habits and situational awareness. Safety is the key here, not her nationality, gender, or whatever stereotypes are being brought up in this thread. If it were me, I would hunt out a quality driver ed program that spoke Chinese. I'd also probably urge my mother to learn a bit of rudimentary English. I hope it works out for the best for you.

Even when travelling I can "get by" with english, very broken french and spanish, but if I physically LIVED in any of the area's I have traveled I would make it a PRIORITY to learn the local language.
Even from just a social standpoint.
I find it sad people segregate themselves to this extent.

License testing is one of those things that should be offered in two languages, English and French. Road signs are in either of the two official languages, if you can't speak and read one of the two, then you should not be on the road where signs and warnings are given in either of those two.
The problem is that then people like OP's mom would just do what already goes on, pay one of the various crooked registries to just rubber stamp it.

I imagine that you can do the road test in chinese. I remember back in 2008 there was a scandal that places in china town were taking money and just handing over a passed road test without people actually doing it. I am not sure how or when she passed to be honest. Prob some time in the 80s. And this is in Edmonton. A friend of mine suggested that I go for a drive with her driving and see how she does.
