Well that’s almost certainly on city property so you couldn’t just put them in yourself. On your side of the property line unenforceable since you don’t own the parking space but the signs themselves likely aren’t illegal?
This is under construction so maybe builder has permission for temporary signage?

You can install whatever signs you want on your own property, but doesn't mean people have to abide by it
Any reason why you need to park there? The sign being legal or not, they are already telling you that they don't want you parking there. Looks like there may be some work being done there. It's not unreasonable to assume that they need access.
It is probably because construction, but I know you can apply for handicap signage infant of your house Handicap signs CoC. If you are close to a School, University, Hospital, Attraction Etc you can apply to have your zone as permitted Permits CoC. I couldn't find anything to just straight up have a "No parking" sign installed.
