Agreed, the number of people who don't need to be there is staggering, a small fee would drastically reduce this. Homeless people use the emerg as a hotel all the time. I don’t think a fee would help. People still don’t even comprehend when using 911 is appropriate. I know people that have used it after their car was stolen.......... and people that were “intelligent” on paper to boot.

Also it is good to differentiate between AHS and the individual care providers working within it. If you are saying an emerg doctor’s first priority isn’t to preserving life then you’re out to lunch. (But I know that isn’t what you’re saying just how some may interpret)

In most places in the world, the legal system treats 14 and 18 year olds different. The closer to 18 the more so. The 5 or so accusations of Judge Rape are all around age 17-18.
