That'd be a pretty anecdotal comparison. You'd have to start researching weather differences between the 2 cities to see if flu bacteria was more easily transmitted in Calgary for that, or other reasons like the amount of immune compromised population differences between the 2. It would also need to be in per capita terms not just overall numbers.
