    The company said it will need approximately three months following the completion of construction before it can provide a final cost estimate.
    Shouldn't it be the final bill 3 months after it's been finished? Or do they not considered inspection and testing as a part of the construction?

    Depends what mechanisms the owners can use recoup capital versus operating overspends.

    I'll have to find where I read it but I am pretty sure after their failed pull attempt their CEO Dawn Farrell said they were going in to over ream with a larger bore size. But large pipes are not my forte so

    Original design was 36" pipe and 48" ream for the entire length.

    The CER deviation was to pull 30" in with a reduced 48" ream. With the stuck 30" extracted now, they're going to ream additional length out to 48" and re-insert the 30".

    someone help me out here, how the fuck do they do this without destroying the pipe? i deal with big inch, but only above ground haha..

    Haul it out, then cut out and replace the joints that are too scraped, dinged and gouged to be reused.

    Inserting is fine, you ream out bigger than your pipe and the drilling fluid is still in the bore hole, so the scrapes should be minimal and your tool runs double check for out of spec issues
