Since lawmaking is a long process, he can't just override judicial powers. What China really needs to do is buy some judges, like the US does all the time. If the glove does not fit, you must let Meng go.
I don't think the Chinese government understands that the Canadian government is actually severely limited. The Queen technically has more overriding executive and judicial power than the government, judges have control over the implementation of justice, parliament has literally no say in who goes to jail on a case by case basis.
Appeal to the Canadian judges first, then Queen Elizabeth II, then the US judges to drop it, and maybe the Canadian government as a fourth or fifth option.
The Chinese govt on the other hand, can push through anything and everything with a snap of fingers - "So let it be done".
