This isn't how transfer payments work.

Alberta receives transfer payments, for starters. The Canada Health Transfer and the Canada Social Transfer. Equalization is a different type of transfer, but they go from the federal coffers to the provincial ones.

Alberta doesn't collect it's own taxes (provincial income taxes go through Revenue Canada, the city collects the provincial portion of income taxes), so "Kenney" isn't sending of money anywhere. Even the Alberta tax revenue gets sent to us from the federal government. This means that essentially Nenshi has more of an ability to stop sending money to the province than Kenney has ability to stop sending payments to the feds.
