TELUS powers the vast majority of their DSLAMs (distribution hub before signal arrives to your house) from the Central offices located at various points in communities. These central offices run "power pairs" carrying current and signals out to the DSLAMs to keep them powered and the internet signal to your house. So, while your house may not have commercial power, the CO might be a kilometer away and still running on commercial power, thus the DSLAM is also up, and you still have internet. All TELUS COs have power redundancy, either in the form of HUGE battery banks or backup generators, or even both. So if commercial power is lost at the CO, it will still function normally on DC battery or off of generator.
In the event that a particular DSLAM loses power, they all have the ability to have a small 2000w portable generator hooked up to power the equipment while the power pairs are fixed.
