Public Mobile has discontinued MMS for many phone models as of Feb 14, although they axed some sooner, and some later. Here's my latest interaction with them through the troubleshooting:
If the issue is still with MMS, please keep in mind that is an outdated method of sending files and the first recommendation is to use a newer method. You can also delete all the APNs in the settings of the device and add the updated one, following the steps form the website. Also, keep in mind that you will need the wi-fi turned off and mobile data turned on to use MMS
