That would be similar to charging drunk drivers with attempted murder/manslaughter though which obviously would never happen. Intent is usually a big part of it. Things like this people only seem to get in trouble if something bad actually happens, and even then not really. Honestly this is probably only news because of how she looks.

I wonder what the police response would have been if this was a native/arab/black/brown (or even just a male) that did this instead of a pretty young while female.
