If you're in a quick pinch and need a solid software for manipulating PDF documents and don't want to pay. You can download BlueBeam trial (lasts 30 days). It is one of my favorite software's.
I'd recommend bluebeam as you can highlight all the documents in the folder, right click then use the "Bluebeam stapler" it'll combine all of them and make them into a pdf.
To turn JPEG into PDF just open it or click and drag it into the bluebeam window and it'll automatically become a PDF
If you need help send me a PM, as long as they are already scanned into PDF or JPEG its a pretty easy process

Well now... I can't believe how easy that was... highlight>print>save as... Jesus Christ I feel like a knob lol...
BUT
I still can't get the orientation right, the PDF's all print sideways. I tried rotating the documents the other way before printing to PDF but it didn't work.
Any ideas?
Does Ctrl/Shift/+ work?
I think there's a rotate view, and a rotate page (to save)... There is with acrobat anyways but I would expect bluebeam to have that too

Most Engineers love Bluebeam because it is super fast, manipulates PDFs, is so much more advanced than Adobe.
Don't insult heavy by calling him an engineer. He's awesome, don't tar him with that brush.

If you are using the free version of Acrobat (Reader) you will be able to flip the pages but won't be able to save them. Need a paid subscription to be able to save them flipped. It's 15/month, or I think they have a 7 day trial that you can get and then cancel after the fact.
While in Bluebeam
Shift + Ctrl + R while having the document open
Select direction and what pages you want to change
Press ok and you are done
I got it all figured out. Acrobat Pro. 1 month subscription cheaper than staples. Everything scanned in the proper orientation, files are within the specified required sizes and I'm gonna beat my deadline by 2 days with this.
