Then there is Bill C69 which I believe just adds more red tape. But given TMX's getting this many road blocks anyway without C69, net effect of C69 is probably not as great as opponents may think it is.

NDP and Liberals come in, start messing with existing approvals, shutdown projects with tanker bans, trigger investors to pull out of Alberta, they mess with the "open and free market" and show that you can't do a oil project unless the government buys it at an inflated cost. Ultimately, the polticians choose which of these projects (and businesses) flourish.
Don't forget that his father wanted to nationalize Alberta's oil. It's odd that Trudeau was so obsessed with stopping oil and gas, until they quashed a bunch of projects and purchased one (which is now owned by the government). And hasn't been built.

They know that capital was rapidly fleeing Alberta. They have departments in the government that forecast policy changes. They knew that this would cause many layoffs, and contracts to be terminated for contractors (which they were fired, and cut), and it caused tons of SMB oil and gas companies to go out of business, leaving their staff without jobs. They also knew this would leave tons of abandoned wells.
Ultimately it trickles down to all industries. You end up with 100,000+ people losing their jobs, 150,000+ contractors without work. People stop buying homes, less groceries, less vehicles, less luxury items, less mandatory items... This trickles down to cutoffs and layoffs in those industries (homebuilders, grocers, etc).

Can you provide more info on what they did to hinder the project? Killed every other option so that any fake environmental opposition could focus their efforts on a single project and kill it more easily. That's the big one. Choosing winners and losers in terms of private industry projects doesn't work and doesn't actually make the "chosen winners" any stronger, it just weakens the entire industry.

The old approval process was very similar, but they got away with a ton of backroom deals, and glad handing. They didn't follow their own rules, and we are now in an environment where you are held to account a bit more. Just because you got away with rape 20 years ago doesn't entitle you to get away with it today.
