So my daughters little 16" bike constantly needs the rear wheel moves and makes the chain loose. I think it's.becaise it has these weak as hell nuts.
Where can I buy new flanged nuts like it has on the front?

take the nut to the hardware store and match them up... you could probably do the same thing with a washer, and double nutting it

Well I thought I'd go through the bike box in the garage and drop a few nuts off to ES seeing as we've had a multitude of bikes over the years but to my surprise, not a single axle nut was to be found. Even my nut, bolt and washer box was devoid of what ES is looking for.
Will fuck off, again.
Thanks for the thought sir!
Invest in a set of these or similar

B&P cycle will have that laying around.
Never seen those, but they look very handy. This quote is hidden because you are ignoring this member. Show Quote
yeah, try a bike shop. They might even help you for free. Free is good.

Stop by MEC - they'll hand you a set for free also.
Gave me some for my daughters bike.
firebane's recommendation is the best solution for your problem.
Even if you get new locking nut and washer it will eventually slide out.
Got the thing firebane suggested as well as one new nut from MEC. Guy there said it "might fit" and he had "only one" in the used parts bin. So it was free but only one not two.
Now looks like this and I hope it saves me from having to reinstall the chain multiple times every ride.
This kid will need a new bike next season, so just want to get through this summer.
