If the activity is representative of new connections/sockets/states etc. (and not cumulative U/L D/L) then yes, its likely the case.
Mining BTC (or alt coins) is by no means super lucrative at the moment, but better than 6 months ago.

I have mined various crypto currencies over the years and the traffic it generates is negligible. That traffic isn't from crypto mining, though there are no units on that graph so maybe that spike is much smaller than I'm thinking and it is. Though, why would it be via an iPhone? Change your wifi password and see if it continues
My first thoughts for the traffic are that it could be torrenting or similar P2P traffic, or backups?... I mean we don't know anything about your setup so these are all guesses.
As for figuring out your power usage - check whether you have been getting estimates or actual readings on your bill (I believe there's an E or an A for the reading type) - perhaps it's a more moderate increase over a couple months and they just caught it up on the last bill.
The part I'm stuck on is how do you figure a bit of network traffic is causing your power bill to go up?

60% higher power usage JUST on your computer, or, your entire house? Your computer could run at 111% 24/7 and not increase your entire house electricity bill by anywhere near 60%.
Yeah mining uses almost no actual bandwidth. It typically uses around a megabyte every few minutes and it would be steady throughout the day
More likely someone is just torrenting and has the time set to do it at night so it doesn’t interfere with your daily traffic. Lots of computers and phones also set their auto upgrades to 1-4am when things are quieter

I mentioned the power consumption because I read headlines that crypto-mining power use is high.

Now thats not to say they arent ALSO mining as well - but it wouldn't show up as massive downloads like that.
Torrenting, and leaving all their devices/lights powered on all the time vs the last tenant. That's my guess.

First, going from 250kwh to 500kwh is doubling, but the amount it is doubling by is reasonable. For example, my household bounces from 2000kwh to 2250kwh monthly for a family of 4 and depending on the weather. 250kwh of additional usage is reasonable for the impact of one person. To put it into perspective, the average residential fridge is about 2.5kwh per day or about 75kwhr per month. Just for a fridge. A higherish end gaming computer under full load (1200w PSU) will consume about 1.2kwh. Multiply that by 4 hours of gaming a night and that can add 36kwh. We are almost half way there and havent talked about a TV, HVAC use, lights, stove/microwave, and other plug in devices.
So i would say on the power front, this is normal.
For the data usage, you are looking at about 300GB of added data. That is 100hrs of HD (not 4k) netflix. Which is only just over 3 hours of netflix a day which lines up with your peak usage graph almost perfectly. Maybe he is a shift worker and watches his netflix at night.
This all seems pretty normal. Unless you are incurring substantial costs ($30 for power isn't), i would just leave it be. Try not to piss off the tenant this early in the relationship. Its hard enough to find people that give a shit about your property, best not give them a poor reason to not.
