    There being a new tenant is a very relevant detail and answers a lot of potential and asked questions.

    Did you add one person or replace one person? If it was an increase of one person I feel like 250kWh/month is a touch high but not unreasonable assuming they are now using your washer/dryer, stove plus whatever they've brought. Our family of 5 uses about 750-800kWh/month in the winter and ~1000kWh/month in the summer (increase due to A/C use) and we've got 2 fridges, a chest freezer, a radon fan (~100W constant) and a rackmount server (~180W constant). If they replaced a person (no net new people) and usage went up that much then I would consider that to be pretty unreasonable and likely they're doing something dumb like leaving stuff on all the time.

    That said, this is all probably irrelevant because it sounds like you've already made the decision you want them out and are just looking for reasons to justify it. What you actually need is somebody who can review your contract with the tenant and decide whether you've got any ground to stand on and this thread isn't likely to solve that.

    Unless it's used for those "special" greenhouses in the basement. We had a neighbor once that had 3 2 light (6 total) aeroponics tables going, and from our backyard I could see his power meter wheel spinning so fast that it looked like a record player. Wheeeeee. He said it was about between 5 and 8 hundred a month in power consumption. He never got busted in 3 years, no idea how. Mind you this was in the early 2000s.

    even thats tough now (if they have 4 or less flowering, and 2 or less mothers) unless you get them to sign a lease amendment stating there will be no cannabis in the unit.

    I would hope most landlord leases would cover this concern?
