I am looking to develop or should I say re-develop my basement. Whoever did it before didn't put any thought into the layout. Is there any free apps/programs I can use to plan this out?

Sketchup has a free version that used to be pretty good. Haven't used it recently though.

I'd suggest masking tape on the floor but since you're already developed, that won't help.
It sure works great on an unfinished basement though!!
