USA, Eritrea and North Korea all have the same taxation system for overseas citizens - That being you owe money no matter where you are or where you go. Personally I think that North Korea is maturing into the exact path the USA took in 1970's. So much in common. Meanwhile South Korea is turning into a European frivolity state.
