You are ignoring all of the context around those two statements. Biden is saying is he isn't going to allow Trump to declare himself the victor before the election is over. Trump is the only one who is trying to do that and you are saying it's the same thing. One thing is possible, the other simply isn't. Trump cannot win before there is an actual winner, therefore there can be no winner/loser before that. They are saying very different things. Biden has said he will accept the outcome of the actual election no matter what, Trump is saying if he loses it's rigged.

who does Canada/Alberta in general wants to win? .

There's not a clear answer to that. Canadian oil producers may prefer policies that harm US oil producers. Canadian oil service companies may prefer strong US oil companies to sell to.

World oil price more likely to go up under Biden, because it may mean lower US rig count and declining US production. But also Biden may cancel keystone XL.

As for what anyone else in Canada wants, who the fuck knows. I don't understand those Laurentian Elites.
