Take their natural resources as payment and use the infrastructure as their own, kind of like they are doing currently. They learned from the rest of the world that the trick isn't too expect money back, it's to know that they will default and then take everything else as payment. Then when there are attacks they can shrug and say "we didn't colonize them, we're just using the stuff we paid for, and taking some fish to make up for the interest." Not like China cares about who they lose there, it's all slave labor anyways
