I'd presume that by November they've developed a vaccine and things calm down and if not probably reasonable reason to cancel your trip though I guess it depends on how stingey the cancellation insurance is

Just had one of my staff come in to let me know they are cancelling their vacation to Japan in a couple of weeks. They were taking the kids and with everything shutdown they decided to wave off.
I have a Europe trip at the start of April, mostly Paris. Still planning on going, hoping it is a little less busy. Admittedly, a lot can happen in the next month but for now we aren't changing our plans.

If you don't already have travel insurance it might be good to add some on asap. Manulife announced as of tomorrow, new travel insurance policies won't cover any corona related cancellations. Don't you have to pretty well be on your death bed for travel insurance to pay out? I've never had to use it but that was always my understanding. If you want to cancel because everything is closed and you're going to have a crappy trip, I don't think that is a reason they care about.
It only covers certain things, yeah. But a country being put on travel advisory to avoid flying to is usually covered (Though check your policy). You can (could?) also get "CFAR" insurance - cancel for any reason.
That's what we bought.
