No tech company I have worked at in the past 15 years has given a shit about this. You had to be quite an entitled asshole about it to even get a warning. Generally around $50 a person.
Funny enough we have a very generous alchohol expensing policy but a very strict drinking in the office policy.

Supermajor producer here. 0 tolerance for alcohol during work hours. Yes, that means not even a beer at lunch.
After work events its pretty much wide open though. All organized events are open bar and for dinner a bottle of wine and/or up to probably 5 drinks per person would be OK.
