No. They don't have a body part, fender or mud guard that extends downwards at the rear to at least the centre line of the axle. I think there are a lot of motorcycles that don't meet that. Maybe there is a special exemption somewhere?

EDIT: Here is an article dated Dec. 2018 that dives into the problem, except instead of motorcycles, it's about Jeep Wranglers and such. Same problem tho... It can be solved by installing mudflaps that extend downwards past the centre line of the axle.

I haven't OOP'd a bike in a few years, but I used to bring them up from the states periodically. When I was doing that, it didn't have to extend halfway down the wheel, but it had to extend past the most rearward part of the wheel (if that makes sense). I could be outta the loop though.
