I don't see anything wrong with the sentence for running a red light. What's the maximum fine for that? Could they not have charged the cyclist with something more severe? careless driving? Yeah he can still be sued and should be IMO.

How would you propose that the consequences are taken into account when the maximum penalty has already been levied? I'm not saying the penalties are appropriate in any way... but the sentence seems proportional to the consequence in a motor vehicle.

Yes, fine and law suit are different but isn't this the civil suit? Cause the accident happened July 2018. $1000 for a city fine seems fine, but if this is the civil suit $1000 is a joke cause they should cover future income loss which is probably low since he was retired but should still be a lot more than $1000.
