I wasn't even thinking about semi-private; the value of an equity share in what is effectively a public course is questionable at the best of times, IMO.

Makes perfect sense. Individuals are voting for individual self-interest. Private golf clubs are like the most complicated condo corporation ever devised.

Any kind of equity ownership where a huge proportion of the voters are retirees on fixed incomes always ends badly.
