Older ones yeah, but 15-20k would get them a 2015+ which are actually really great in terms of reliability. I am going to say 2012 RAV4 Limited V6. I just picked one up and it is a great car so far. Tons of tech that some modern cars still lack: push button start, steering wheel controls, dual zone climate control, auto dimming rear view mirror, proximity key with door locks, heated front seats, the back seats slide forward to give more room to an already roomy trunk area (and the seats also recline), rear view camera, even the stereo is pretty decent. V6 engine has a good bit of pep to it as well. Only downside is the read hatch opens horizontally instead of vertically. The 4th gen RAV4s are so incredibly boring, but if you can find a 2012 with a V6 I think you'll be in a good spot. The price I paid was near the bottom of your budget range.
Or other option might be the Highlander Hybrid, 2011-2013 may be at the top of your price range, but they are pretty nice vehicles as well.
