Understand you now. I thought you meant benefits like deductions.

I still think a good drafter could catch all "non-cash benefits" with a couple clauses of good wording but it's true there would likely need to be specific calculation guidance for some of the more complicated structures. Although if the intention is to simplify things you just make really complicated compensation benefits illegal.

That would be a cash benefit, although there would need to be consideration as to how to treat discounted products (e.g. for bank employees - financial products or car dealership employees - cheap cars). Most would be able to be fixed with an "at cost" type provision but for things like financial products, that can obviously be quite difficult to assess.

I have a lot of projects over the next few months but at some point I'll take a stab at drafting a 2-page personal income tax law and post it on Beyond for critique and criticism and can adjust it to fill gaps/loopholes others foresee.

Further, it would stomp the brakes on small businesses and further reward foreign imports (particularly unless Free Trade Agreements and cross-border digital service taxation can be fixed).
