Perception of nations by the official head foreign minister is of importance, because it all has to be cleared by the head of the government. Not exactly sure how it got so bad as to "name calling" but I can imagine half of it has to do with the idea that they have nothing left to lose. Things were hella rough in Venezuela before the virus, there are many just holding on. What makes it that much worse, is that a couple decades ago - things were actually pretty damn nice.
I vaguely remember back in the day when Peru was accusing the USA of raiding silver. Cuba has always had accusational word spats (mostly with the USA) which arguably many complaints were true. Who knows how many US snipers and perfumers got Cuban government officials.
IMO, what Venezuela really needs is a poster child GoFundme page.
