Basically HDR improves on SDR with more color and brightness of highlights. There's no consumer level TV today that can reproduce Dolby Vision films mastered at 4000 nits of brightness. Those rtings numbers you care about are color coverage, and HDR peak brightness. The closer to 100% coverage and 4000 nits of brightness, the closer you are at reproducitng Dolby Vision content.
When I criticized the 900h, it was because I did a side to side comparison of the 900h and 950h before I bought the 950h. The 900h's color was a tad washed out compared to the 950h (it's still WAY better than any SDR TV), but my biggest gripe was with peak brightness which was relatively weak on the 900h and wasn't much better than SDR. Peak brightness is what makes the image more life like. Headlights are bright like in real life, the sun's reflection of the water is bright instead of just "white". It's kinda hard to explain it unless you see it setup in person.
Should move TV talk to the TV recommendation thread, read through that, I've said a lot there.

If you look at the times you'll see a lot of similar times over the last few days that the Xbox goes up for sale and for what website it was available. This should help you snag one if you spend a few minutes online at those times.
Worst case you can buy one of mine at inflated prices.
