Burning wood is considered "carbon neutral".
My opinion on this is irrelevant; however, I believe the argument is that the decaying wood would have added precisely the same amount of CO2 in decomposition to the atmosphere as it does during the combustion process. Therefore, no additional CO2 has been created.

This has very important ramifications for companies creating synthetic fuels using methods such as biomass gasification. Their CI numbers are ludicrously low!
