How do I prevent Win10, from utilizing cellular hotspot, via iPhone USB ?
I have a wired/cat connection, that more that does the job. I'd like to connect my iPhone via USB to charge/transfer only.

When you plug your phone into the computer don’t click yes on the “allow this device to connect” message.
Also you can disable the network adapter in windows settings.

You want it on all the time? Why not just turn it on when you want to tether and turn it off when you don't? that's what i do. In windows, under connections, isn't there settings on each connection? You can set that one as "metered connection" which saves some data, or you can just turn off data on that connection completely, I think.
Or, much smarter like mentioned above, turn off the hotspot function on your phone when you aren't using it. Better security and battery life.

under W10 wifi settings (lower right corner, wifi icon) - right click on the hotspot network your phone is broadcasting and select 'FORGET' , or DISCONNECT and then deselect CONNECT AUTOMATICALLY.
alternately, you can turn off W10 wifi manually altogether (temporarily) on the same icon as well as you are hard wired
