Sorry, I don't get it. If the systems being installed automatically recognize NEW plates (wonder how much that system costs in addition to the likely increased cost of new plate production) then it likely cannot scan old plates. And if that is true, how is a cop supposed to know if an old plate has valid registration if the owner isn't putting stickers on it anymore?

Its not automatic, its more a limitation of the scanner. License plate reader technology (LPR) is still pretty basic on high end systems. I haven't done any engineering or programming with it, but I have done a lot of work with testing some high end LPR systems. Our current license plates are readable when clean and new, but it takes shockingly little mud, snow, salt, grime or letter fade to really mess up the characters being read.
The shiny plates should have a higher contrast to allow a better percentage of overall plates being read, but its not 100% on new and 0% on old. Id guess more like 80/30.
