You could bribe a mechanic/shop that has been registered provincially as being OOP certified to pass it (don't actually try this).
Only conditions I've ever encountered are:
Vehicle was previously sold/registered in the province where you are currently registering it - IE:
I bought a 2002 Allroad from Victoria, but the seller had originally purchased and registered it in AB. Some years had passed since it was an AB vehicle, but to my surprise I went to the registry and no OOP required (despite it having BC plates/registration when purchased).
