I guess my thinking is that people who actually care about their health who may also be at risk are being passed over, and may end up dying from COVID instead of someone who doesn't give two shits about their health. Rewarding people for being unhealthy has always been something that has bothered me.

If minimizing cost on the healthcare was ever a concern, there would have been massive overhauls ages ago to the way a variety of things are done. Very little about our healthcare system is set up to reduce or optimize costs, but that is another discussion entirely.
