WHO typically makes recommendations for the whole world. While there's data about AZ & mRNA mixing you gotta remember there's a dozen different covid vaccines out there. So not really a surprise they recommend against it, especially since most developing nations follow WHO guidance for vaccine approvals since the countries don't have resources to do it on their own.

Canada has Health Canada which is what sets out standards, the vast majority of smaller nations do not have that luxury.
