At the very least if you intentionally scammed the system, you should have to pay hefty fines say to the tune of double the money taken or some shit, and not something you can claim personal bankruptcy to avoid. The problem with taking a whole laissez faire stance to it in is quite a substantial amount of the economic despair was government imposed.
Unless you are suggesting everyone should live their lives as if the government plans to shut down the 80% economy on a whim. Starts to reek of why bothering with government at all at that point.
To refocus again, you don’t have to agree with CERB to understand its intended purpose and who it was intended for.
