Right, they are advisories, and not rules. They also advise not traveling to the island of Mindanao in the Philippines because there is a high likelihood that you will be kidnapped. They don't strictly forbid you from going, but they highly suggest you don't. I was confused with another article I read. NDP MP Niki Ashton from Winnipeg was stripped of her shadow critic roles for traveling to Greece to visit her sick grandmother. At least the NDP in Manitoba has a better head on its shoulders - and in this case you could argue that the trip was essentially due to visiting a sick grandmother.
