Turkey has been taking COVID quite seriously lately but at the same time, they've made a lot of exceptions for tourists (i.e. no curfew, restaurants in hotels open, etc.). Most hotels will use a "loophole" and check you in for the night (without payment for the room) just in case the cops check so you can use their restaurant/bar.
I'd still be careful as there are a huge number of cases around but I'm all about finding balance during this time as far as being cautious (mask, distancing, etc.) and still living life.
Hotels are quite cheap now. I had a top floor room at Galataport Hotel for only 13 Euros/night and spent 2+ weeks there. Not the nicest hotel or anything but the views were epic and the reception chick was pretty cute.
