This was my other thought, there is plenty of precedence for flat top garages on my street which means the cheaper route would be just building up to get the room for a 4 post, but my wife complained it would block all the sun in the front yard. Hey, its an alley - some random vehicle just happened to back into the shaw pedestal, repeatedly over the course of several minutes, and also somehow managed to rip it off its base entirely and thoroughly some how.
Having built plenty of lanes I was surprised to see the Shaw box behind the Enmax box ( usually they are side by side ). I guess its there so you can hit Shaw with minimal problems compared to the shitshow that would happen if you hit the Enmax box. I know they could probably replace the Shaw box with a more modern one that sits flush with the grade, but then you're left with a big risk of hitting the Enmax box, which if it doesn't kill you, will cost a pile of your money to fix. Really wondering how this all this got passed when they built that garage.
