    Health card numbers could be added to driver's licences and provincial i.d. cards

    The provincial government appears to be on the verge of replacing the flimsy, easily torn paper health-care cards that are both a curiosity and irritant for many Albertans.

    A "registry system modernization" to "add personal health number(s) to driver's licence and identification card(s)" is listed as a capital project to be undertaken by Service Alberta according to a document released in last week's provincial budget.

    The expenditure is estimated to cost $600,000 in 2021-22. There are no amounts listed for the two subsequent fiscal years, which suggests the work could be completed by next year.

    Tricia Velthuizen, press secretary for Service Alberta Minister Nate Glubish, acknowledged in an emailed response to CBC News that work was underway, but declined to offer additional information.

    "Service Alberta has been working closely with our colleagues in Health to explore options to modernize the paper cards using some of the same security, technology, and innovation that led to Alberta having some of the most secure driver's licences and ID cards in North America," she wrote.

    "Modernizing these cards was a promise in the United Conservative election platform and one the minister is especially looking forward to keeping."

    Alberta health cards have been issued in paper since they were first introduced in 1969. They show the bearer's name, birth date and health insurance number. But they lack photos, addresses, and most crucially, do not expire, which could open them up to misuse.

    Former auditor general Merwan Saher in 2015 criticized the lack of expiry dates, arguing the cards could be used by people who no longer live in Alberta.

    The UCP promised in its 2019 campaign platform to combine health cards with drivers' licences or provincial photo ID cards as a "multi-use personal identification card."

    Sarah Hoffman, the NDP MLA for Edmonton-Glenora, said she wanted to update the cards when she was minister of health between 2015 and 2019.

    Hoffman can't remember the exact cost of the upgrade, but she remembers it was too much, especially when the government needed to spend money on frontline services.

    "If I thought it could be done for as little as the government appears to be pretending that it can be done for, I would have done it," Hoffman said in an interview on Wednesday.

    "But the truth is that I remember thinking it was a lot of money."

    Hoffman is skeptical of the amount earmarked for the changeover.

    She suggested the government may try to recoup costs by charging higher fees for licences and ID cards, which could hurt low-income Albertans

    If the government intends to raise fees, Hoffman said they should be clear about what they are planning to do.

    I assume since they're just planning on modifying the DL card to include another number, then as licenses expire they get replaced with one that includes the HC number (vs doing something stupid like printing off an entire new run of IDs for everyone before current ones have expired). Sure, there's some back end work required and change management for registries to make sure the drones can type in another number on their computer, but it shouldn't be terribly cost intensive.

    Although, since it's government I suppose we should expect costs to end up 1-200% over budget.

    Well yeah sure, in the practical sense just about anyone could easily pull this off that easily, but this is the government. By the time they hire a consultant, there's half the budget gone already haha

    The stakeholder consultations alone will be 18 months and $40 million. Then the increased emissions will need to be considered and offset, probably by buying credits from Quebec hydro plants.

    Does anybody actually carry a physical card? i have been using a pic on my phone for years, one old cranky lady at the admissions desk barked at me one time and said next time to bring the card. I didn't and it was fine.

    I've always thought it was funny that you aren't allowed to laminate them for "security" reasons, yet they are fine with me handing them a barely legible, faded, partially shredded piece of paper that is at best about 60% of what used to be that I could have easily printed off of any home printer haha. I think linking it to your DL or ID is a great idea.

    My wife laminated all the ones in my household. I don't know if she knew that was illegal, or if she's a lawbreaker. Hmmmm.

    What's with the laminate thing? i have never heard you cant laminate your AHC, your birth Cert yes, says right on it that you cant laminate, but never seen that on AHC. Mine's been laminated for ever and never had an issue... they just tell you to do your donor stuff on the back before you do laminate it.


    EDIT: there are even registries that offer to laminate it as a service. i think some people here are mistaken

    I lost a wallet once in my life back in 2001 when I was just a wee lad, and with it went my health card. Haven't carried one since, I just remember my number.

    I've been told multiple times by people I have to present my card to (labs, diagnostics, etc.) that they aren't allowed to accept it if it's laminated, so that's where I heard it from. Whether they would actually turn you away though, probably not, but I haven't tried.
