Time limit for credit card charge back?

So I dropped my work boots off at my local shoe repair/tailor to have the soles redone back in Dec 2019.

I only use them for yard work so I didn't want to break a new pair in again so I figures I'd just get them resoled (around $90).

I checked on them in Feb 2020. The lady said the shoe guy was having trouble getting the soles from Chine due to COVID. I'd check back every once and a while when I would remember but no progress. She keep saying that he would call me for an update but he never does.

Went last week to ask for my boots back and a refund. She said they didn't have the money on hand. I ask about a VISA refund said she couldn't do that and that they'd call me (still haven't).

Thinking of just picking up the boots and doing a charge back (if I can) if she gives me the run around. It's mostly the shoe guy I think... my wife has'nt had any issues with the tailors.

I really just want my boots back don't care too much about the money but thought I'd ask if I could do something.

I bought them when I was 19 or something and it took forever to break them in (my feet hurt just thinking about it! ).

It says you're in Edmonton, and this sounds familiar. Is it Wallace Shoes that you're dealing with? If so, this is somehow normal. I nearly had to camp in their parking lot to get mine back, but you eventually do.

Or, is it the crazy Polish guy in Sherwood Park?

Worst case I just go by some new ones.

They aren't special or any thing. I just don't want to have to break in boots for the next 4 years one weekend at a time.

I think it'll work out. CoVid really fucked up parts of China and I've heard ludicrous reports of late shipments from other members. Combine that with a slow cobbler, and you've got a recipe for late boots.
